hi just wondering do i actualy need the blacksmith and armoury any more??
and does the blacksmith and armoury put my hero's level up?

Blacksmith and Armoury are got for training the abilities of each individual type of troop. So if for example you get attacked a lot it is a good idea to train the armoury on your defence troops.

Not sure about the Hero though, maybe if you have, for example, a Legionnaire for your Hero and you upgrade the armoury of the Legionnaire it might improve your hero's but i'm not sure.
